常州市人才政策满意度影响因素研究与启示

Research and implications on the influencing factors of satisfaction with talent policy in Changzhou city

文章以常州市为例,面向常州各高校、科研院所、企业等单位人才开展问卷调查,运用SPSS软件对数据进行分析,结合调研访谈探索影响市域人才政策满意度相关因素。研究发现,学历、职称技术层次、政策熟悉度及获取途径广度等显著影响人才政策满意度评价,单位组织对人才政策的高满意度落实具有正向积极作用。进一步分析问卷并结合个案调研表明,人才政策的差异性、适用性,如待遇福利、住房医疗、工作环境、家庭关怀等与人才个人、所在地的匹配度等,是提升政策满意度及后续人才政策制定的考量;明确的需求导向、高覆盖度及精准度的宣介举措、政策执行环境的营造等也是研究启示的重要内容,为常州市人才政策的满意度提升策略、常州市更多适配性人才政策的出台提供了重要参考。

The article takes Changzhou city as an example to conduct a questionnaire survey on talents from various universities,research institutes,enterprises,and other units in Changzhou.SPSS software is used to analyze the data,and combined with survey interviews,relevant factors affecting the satisfaction of talent policies in the city are explored.Research has found that education level,professional title and technical level,policy familiarity,and breadth of access significantly affect the satisfaction evaluation of talent policies.Unit organizations have a positive effect on the high satisfaction implementation of talent policies.Further analysis of the questionnaire,combined with case studies,indicates that the differences and applicability of talent policies,such as benefits,housing and medical care,work environment,family care,etc.,are a measure to improve policy satisfaction and subsequent talent policy formulation;clear demand orientation,high coverage and precision promotion measures,and the creation of policy implementation environment are also important contents of research inspiration,providing important references for the satisfaction improvement strategy of Changzhou’s talent policy and the introduction of more adaptable talent policies in Changzhou.
