山西省大型科研设施与仪器开放共享评价考核分析

Analysis on the evaluation and assessment for open sharing of large-scale scientific research facilities and instruments in Shanxi province

大型科研设施与仪器开放共享改革近10年,进入持续发展的新阶段,评价考核是新阶段推动科研仪器开放共享的重要抓手。山西省大型科研设施与仪器开放共享管理单位共125家,拥有20万及以上的科研仪器5406台套,原值42.4亿元。文章结合山西省大型科研设施与仪器开放共享实际,研究分析开放共享评价考核应遵循的分类、动态、全面、分步原则与信息化建设、集约化管理、科技创新平台、实验技术队伍等评价考核重要方面,提出压实主体责任、建立奖惩机制、优化指标体系、破除体制障碍等推进评价考核的对策建议,以促进建立集约、高效、特色的山西科研设施与仪器开放共享体系。

The reform of opening and sharing of large-scale scientific research facilities and instruments has been carried out in the past 10 years,has entered a new stage of sustainable development,evaluation and assessment is an important starting point for promoting the open sharing of scientific research instruments in the new stage.Having 125 management units for open sharing of large-scale scientific research facilities and instruments in Shanxi province,with 5406 sets of scientific research instruments worth 200000 Yuan and more,and the total original value reached 4.24 billion Yuan.The paper combines the actual situation of open sharing of large-scale scientific research facilities and instruments in Shanxi province,researching and analyzing the principles and key assessment points,that should be followed in evaluation and assessment of open sharing.And more,putting forward countermeasures and suggestions to promote evaluation and assessment,such as consolidating the main responsibilities,establishing reward and punishment mechanism,optimizing the indicator system,in order to establish an intensive,efficient and distinctive open sharing system of scientific research facilities and instruments in Shanxi provinces.
