Scientifi c Connotation,Typical Characteristics and High-Quality Development of New Quality Productivity

当前,新质生产力的科学内涵、典型特征及其与我国高质量发展的逻辑关联,已成为亟须解决的重大学理问题。文章首先从生产力基本理论出发,分析新质生产力的科学内涵,并将其与传统生产力做了比较,认为新质生产力是相对传统生产力而言,由技术性革命突破、生产要素创新配置、产业深度转型升级催生的,以“三新”及其优化组合的跃升为基本内涵的先进生产力。其次,从发展理念、发展格局、要素构成、主阵地以及生产关系层面阐释了新质生产力的典型特征,认为新质生产力是以“五大”新发展理念为指引、服务于新发展格局、以“三新”为重要构成、战略新兴产业和未来产业为主阵地和策源地,与新型生产关系相适应的高阶生产力。最后,本文厘清了新质生产力与高质量发展的逻辑关联,认为新质生产力既是高质量发展的现实需要、内在要求、核心驱动和引领变革,也是高质量发展的制高生产力。

Currently,a pressing theoretical issue is the need to rationalize the scientific significance and defining characteristics of new quality productivity and to explore its logical connection with China’s high-quality development.The articlefirst analyzes the scientific connotation of the new quality productivity from the basic theory of productivity,compares it with traditional productivity,and considers that the new quality productivity is an advanced productivity with the basic connotation of“three new”(new industry,new technology,new product)and its optimized combination of leaping up,which is generated by the breakthroughs of technological revolution,the innovative allocation of factors of production,and the in-depth transformation and upgrading of industries,relative to the traditional productivity.Second,the typical characteristics of the new quality productivity are explained from the levels of development concept,development pattern,element composition,main position and production relations.It is believed that the new quality productivity is guided by the“five”new development concepts,serves the new development pattern,has the“three new”as its important constituents,includes strategic emerging industries and future industries as its main position and source,and is compatible with the new type of production relations.Finally,the paper clarifies the logical connection between the new quality productivity and high-quality development,and considers that the new quality productivity is not only the actual need for high-quality development,but also the inherent requirements,core driving force,and leading change,making it the high-level productivity for high-quality development.
