Research on Urban View Planning and Control:A Case Study of Hiroshima,Japan

城市眺望景观作为城市风貌保护和特色文脉塑造的重要组成部分,在现代城市规划中发挥着关键作用。当前世界各国对于眺望景观已开展大量理论研究和建设实践,我国同样进行了有益探索,但在眺望景观规划的整体性、系统性和建设性方面仍有待深入。广岛市以二战原子弹爆炸场所为核心,在战后重建过程中逐步构建了较为完备眺望景观规划控制体系,突破了欧美国家在法律法规、控制方法及操作实施层面所存在的局限,开辟了全新且独特的视角。探讨日本广岛市在城市眺望景观规划控制方面的经验与措施,在厘清其发展脉络的基础上重点梳理其体系建构、保护内容和技术方法,为我国城市眺望景观实践提供了有益借鉴。

Urban view,serving as an essential facet of urban character preservation and the crafting of distinctive contextual identities,plays a pivotal role within contemporary urban planning.Across the globe,numerous nations have embarked on extensive theoretical inquiries and practical endeavors pertaining to urban view,with China similarly undertaking valuable explorations.Nevertheless,a pressing need persists for the adoption of a more comprehensive,systematic,and constructive approach to urban view planning.Hiroshima city,located at the epicenter of the atomic bomb detonation during World War II,has incrementally devised a relatively comprehensive urban view planning and control framework in the aftermath of post-war reconstruction.This development represents a departure from the constraints observed in European and American counterparts,particularly in terms of legal regulations,control methodologies,and operational implementations,thus forging a novel and distinctive perspective.Delving into the experiences and strategies employed by Hiroshima city in the realm of urban view planning and control within the Japanese context,elucidating its developmental backdrop,this research will place a significant emphasis on delineating the constructs of its systemic framework,preservation elements,and technical methodologies.Ultimately,the invaluable insights that can inform urban view practices in China are offered.
