摘要
高新技术产业与国家高新区之间存在紧密的联系。本文以国家高新区和高新技术产业的耦合协调为出发点,借助耦合协调度模型构建国家高新区与高新技术产业的耦合协调发展指标体系,测算2009-2020年我国28个省份国家高新区与高新技术产业的耦合协调度,分析耦合协调度的变化状况,并构建面板Tobit模型分析其关键影响因素。研究结果表明,2009-2020年我国28个省份国家高新区与高新技术产业耦合协调度整体是上升的,样本区间内耦合协调度等级经历勉强耦合协调阶段—初级耦合协调阶段—中高级耦合协调阶段。Tobit面板模型结果表明,国家高新区数量、高新区年均从业人员数、有R&D活动企业数对耦合协调度具有显著的正向影响,高新技术产业新产品销售收入对耦合协调度具有显著的负向影响。
As a concentrated area of hintelligence-intensive industries,the national high-tech zone has a high-tech industry as its core industry,and there is a close relationship between the two.In recent years,many scholars at home and abroad have conducted va-rious studies on national high-tech zones and high-tech industries,but most of them are limited to research on the one-way rela-tionship between national high-tech zones and high-tech industries,such as the promotion of high-tech industries by the establish-ment of high-tech zones,the industrial cluster effect of the high-tech zone,etc.There are relatively few quantitative studies on the interaction between the two.Entering the stage of high-quality development,it is imperative for national high-tech zones to break through the bottleneck,enhance the coordinated development with high-tech industries,and actively explore new ideas,new models,and new measures for innovation-driven development.How to measure the level of coordinated development between national high-tech zones and high-tech industries,and what factors are affected by them have become urgent research and discussion issues.On the basis of previous research,this paper takes the coupling and coordination of national high-tech zones and high-tech industries as the starting point,uses the coupling coordination degree model to construct the coupling and coordination development index system of na-tional high-tech zones and high-tech industries,and calculates 28 provinces in China from 2009 to 2020 the coupling coordination degree between the national high-tech zone and the high-tech industry,analyzes the change status of the coupling coordination de-gree,and constructs a panel Tobit model to analyze its key influencing factors.The research results show that,firstly,the overall value of the coordination degree of the two systems of national high-tech zone and high-tech industry is higher than the coupling coordina-tion degree,but the coupling coordination degree can more truly reflect the development status of the two systems.In terms of coupling coordination degree,in 2009-2020 years,the degree of coupling and coordination between national high-tech zones and high-tech industries in 28 provinces increases as a whole,but the levels of coupling coordination in different time are different.The degree of coupling coordination in the sample interval goes through three stages:barely coupling coordination stageprimary coupling coordina-tion stageintermediate coupling coordination stage.On the whole,it showed a steady growth trend.Secondly,the results of the Tobit panel model show that the number of national high-tech zones,the annual average number of employees in high-tech zones,and the number of enterprises with R&D activities have a significant positive impact on the degree of coupling coordination,and the sales reve-nue of new products in high-tech industries has a significant negative impact on the degree of coupling coordination.The possible rea-son is that the number of national high-tech zones,the annual average number of employees in high-tech zones,and the number of enterprises with R&D activities all affect the development level of national high-tech zones,the level of human capital,and the indus-trial innovation potential of high-tech industries in different provinces and cities.The better the performance of several factors,the higher the value of the coupling coordination degree.However,the sales revenue of new products in high-tech industries is a reflec-tion of the scale benefits of different regions,and it can better reflect the innovation capabilities and innovation benefits of regional high-tech industries.The higher the sales income of new products,the faster the development of certain high-tech industries probably.This may aggravate the dislocation and synergy between national high-tech zones and high-tech industries,and has a negative impact on the degree of coupling coordination.
