政府注意力配置强度对芯片技术创新的影响——基于市级《政府工作报告》的文本分析

The impact of government attention allocation intensity on chip technology innovation——Text analysis based on municipal"Government Work Report"

摘要 芯片是数字经济时代产业发展的基石,相关技术创新关乎经济高质量发展和国家战略安全,然而关于政府如何引导芯片技术创新的研究却较为匮乏。基于注意力理论,以2013-2021年全国281个地级市为研究样本,实证检验政府注意力配置强度对芯片技术创新产出的影响。结果表明:政府注意力配置强度能够显著提高芯片技术创新水平;政府注意力配置强度对芯片创新的积极影响在市场化环境好的地区中得到进一步的加强;地方财政透明度正向调节了政府注意力配置强度对芯片创新产出的影响。通过替换因变量、PSM检验、两阶段最小二乘回归等稳健性检验,研究结论依然成立。研究结论为地方政府合理配置注意力资源,促进区域芯片创新高质量发展提供了政策启示。 The chip has emerged as a cornerstone of industrial development in the digital economy era,and its associated technological innovation is crucial for promoting high-quality economic growth and ensuring national strategic security.Facilitating the advancement of technological innovation within the chip industry,accomplishing the domestic substitution of pivotal core technological components,and establishing autonomous control over these advancements,thereby catalyzing the augmentation of high-caliber development within the Chinese economy,stands as an exigent contemporary concern warranting comprehensive resolution and scholarly exploration.Al-though previous studies have shown that industrial policy positively affects technological innovation in the chip industry,the relevant in-dustrial policy focuses on specific policies that have been"promulgated"by the government,ignoring the important impact of the for-ward-looking guidance and direction of the"Government Work Report"on the key core technological innovation in the region.In addition,the construction of government attention indicators in existing studies is mainly based on the total frequency of keywords appearing in the"Government Work Report",while ignoring the influence of the location and intensity of the government's attention allocation.In light of these research gaps,this paper selects a sample of 281 prefecture-level cities across China from 2013 to 2021.Anchored in attention theory,this paper constructs a comprehensive indicator for government attention allocation intensity based on the location and strength of keyword appearances.Empirical analysis is conducted to examine the influence of government attention allocation intensity on chip technology innovation,as well as the regulatory roles of marketization and fiscal transparency.The key findings are as follows:Firstly,heightened government attention allocation intensity significantly enhances both the quantity and quality of chip innovation output.Secondly,the positive effect of government attention allocation intensity on chip innovation is further magnified in regions characterized by higher levels of marketization,stimulating increased entrepreneurial initiative in chip innovation.Thirdly,local fiscal transparency positively moderates the impact of government attention allocation intensity on chip innovation output.These conclusions remain robust through robustness tests such as replacement of the dependent variable,PSM test,and two-stage least squares regression.This study makes several important theoretical contributions.Firstly,it offers a nuanced exploration of the influence of government attention allocation on regional innovation from the vantage point of implicit governance,enriching the discourse on factors impacting regional innovation.Secondly,it enriches the understanding of the economic ramifications of government attention allocation from the perspective of core key technological innovation.Thirdly,through the implementation of diverse textual analysis methodologies,it constructs a more precise measure of government attention allocation intensity.The practical contributions of this study are as follows.Firstly,local governments should allocate sufficient attention to chip technology research and industrial development,harnessing regional resources to guide heightened chip innovation output.Secondly,regional governments should prioritize the acceleration of marketization efforts and the enhancement of fiscal transparency.Lastly,when fostering enterprise-level chip technological innovation,local governments should not solely emphasize innovation quantity,but also prioritize innovation quality.This study facilitates a refined comprehension of the targeted role of government in catalyzing innovation among high-tech enterprises,offers in-depth insights into factors influencing chip technology innovation,and lends support to China's pursuit of effective governance transformations and harmonized regional chip innovation development.
