基于区块链技术的政府数据治理模型构建

摘要 【目的/意义】随着互联网技术的不断发展,人类已经悄然进入大数据时代,数据已经成为一种不可或缺的战略资源。从区块链角度解决我国政府数据的诸多治理难题,促进政府数据的开放与共享、开发与利用。【方法/过程】本文将区块链与政府数据治理相结合,利用公有链、联盟链构建政府数据治理新模型,对模型基本结构、技术手段、运行机制等内容进行详细探讨,并对其模型特点进行分析。【结果/结论】本文构建的模型能够提高数据流通中的安全性、提高运行速率等特点,能够打破“数据孤岛”,提高政府数据治理能力。【创新/局限】基于区块链技术的政府数据治理模型,提供了政府数据治理新思路,为政府部门进行数据开放、共享与监管提供了有效借鉴。 【Purpose/significance】 With the continuous development of internet technology,human society has quietly entered the era of big data,where data has become an indispensable strategic resource.This paper aims to address various governance challenges of government data in China from the perspective of blockchain technology,promoting the openness,sharing,development,and utilization of government data.【Method/process】 This paper combines blockchain technology with government data governance,proposing a new government data governance model based on public and consortium chains.It discusses the basic structure,technical means,and operational mechanisms of the model in detail and analyzes its characteristics.【Results/conclusion】 The model constructed in this paper can enhance the security and operational speed in data circulation,breaking the "data silos" and improving the ability of government data governance.【Innovation/limitation】 The government data governance model based on blockchain technology provides a new approach to government data governance and offers an effective reference for government departments to carry out data openness,sharing,and supervision.However,there may be certain limitations in the practical application of this model,which require further research and optimization.
