非融资担保公司的困境与出路

Dilemmas and Solutions for Non-financial Guarantee Companies

非融资担保公司是担保行业的重要组成部分,与融资担保公司一起为促进我国中小微企业的发展发挥了重要的作用。2019年以来,国家持续推进以工程保函代替保证金政策,非融资担保公司得到了长足的发展。但近年来,受到国内外政治经济因素影响,非融资担保公司陷入市场规模缩减、市场竞争加剧的困境。为解决以上困境,文章探索了分离式保函业务模式,提出构建多元化业务发展结构的建议,政府部门应将非融资担保公司纳入担保行业监管系统。

Non-financial guarantee companies are an important part of the guarantee industry.And together with financial guarantee companies,they have played an important role in promoting the development of micro,small and medium-enterprises in China.Since 2019,the state has continued to promote the policy of replacing the security deposits with engineering guarantee,and non-financial guarantee companies have seen significant development.However,in recent years,affected by domestic and international economic and political factors,non-financial guarantee companies have fallen into the predicament of shrinking market size and intensifying market competition.In order to solve the above dilemmas,this paper explores the business model of detached guarantee,and puts forward the suggestion of building a diversified business development structure.The government departments should include non-financial guarantee companies into the guarantee industry supervision system.
