面向2035中国教育评估机构总体角色重塑的基本逻辑与路径

摘要 教育评估机构在推动教育乃至社会改革发展中发挥着独特作用。30年来,中国教育评估机构总体角色定位局限在教育评价本身的场域之中,作用发挥受限,难以满足社会发展要求。面向2035教育评价体系、教育强国、社会主义现代化、人类命运共同体建设等战略目标,需拓展发展场域,重塑总体角色。在教育评价体系微观场域中,坚持理实结合、研用一体,重塑教育评价专业支撑者角色,从只做评判向搭建平台延伸,培育教育评价智库,建设教育评价人才基地,构筑教育评价公共服务平台,搭建教育评价立交桥,通过引领教育评价改革,助力教育评价体系建设。在教育系统中观场域中,坚持多元施策、系统推进,重塑教育强国价值赋能者角色,从项目评估向健全体系延伸,重构教育评估机构价值体系,建立教育评价资源集成体系,健全教育评价项目体系,完善全链条教育评价服务体系,通过整合教育评价资源,赋能教育强国建设。在社会主义现代化事业宏观场域中,坚持吸纳转化、推动变革,重塑社会化育者角色,从优化教育向化育社会延伸,建立发展成果引入机制、社会机构和用人监测机制、教育评价社会发布机制、优秀教育成果社会推荐机制,通过教育与社会双向化育来助力社会主义现代化建设。在人类社会宇观场域中,坚持建共同体、构新契约,重塑人类共益维护者角色,从追求公益向维护共益延伸,组建或参与教育评价联盟,开展教育评价跨国跨界合作,建立跨区域教育评价互认机制,推动学习型社会建设,通过提供社会公共产品,弘扬共同价值,维护人类命运共同体的共同利益。每一个具体的教育评估机构,都可以结合自身实际,在这样的总体角色定位中寻找自己的位置,为创造美好教育乃至人类社会的美好未来做出积极贡献。 Educational evaluation institutions play a unique role in promoting the reform and development of education and the society.In the past 30 years,the overall role of China’s educational evaluation institutions has been confined to the field of educational evaluation itself which is far from enough to meet the requirements of social development.Facing the strategic goals of education evaluation system 2035,education power,socialist modernization,and a community with a shared future for mankind,it is necessary to expand the development field of educational evaluation and reshape the overall role of educational evaluation institutions.In the micro-field of the education evaluation system,adhering to the“combination of science and practice,research and application”,reshaping the role of educational evaluation institutions as professional supporters,and extending their responsibility from“judging only”to“platform building”,the education evaluation think tanks are to be cultivated,education evaluation talent base and education evaluation public service platform to be built,and the education evaluation overpass is to be built,which helps the construction of education evaluation system by leading the reform of education evaluation.In the field of education system,adhering to the“multiple policies and systematic promotion”,reshaping the role of education evaluation institutions as value enablers in education power,and extending their responsibility from“project evaluation”to“a sound system”,reconstructing the value system of education evaluation institutions,an integrated system of education evaluation resources is to be established,the education evaluation project system to be improved,which is aimed to integrate the education evaluation resources and empower the construction of a powerful education country.In the macro field of socialist modernization,adhering to the principle of“absorbing transformation and promoting reform”,reshaping the role of educational evaluation institutions as social educators,and extending their responsibility from“optimizing education”to“improving the society”,a mechanism for introducing development achievements,a mechanism for monitoring social organizations and personnel,a mechanism for social publication of educational evaluation,and a mechanism for recommending excellent educational achievements are to be established,which is aimed to facilitate the socialist modernization construction through the two-way promotion between school and social education.In the perspective of human society,adhering to the concept of“building a community and a new contract”,reshaping the role of educational evaluation institutions as defenders of the common interests of mankind,and extending their responsibility“pursuing the common interests”to“safeguarding the common interests”,forming or participating in educational evaluation alliances,carrying out transnational and cross border cooperation in educational evaluation,the cross-regional mechanisms for mutual recognition of educational evaluation is to be established,and the construction of a learning society is to be promoted,which is aimed to carry out common values,safeguard the common interests of a community with a shared future for mankind by providing social public services.And each individual educational evaluation institution can find its own position in such an overall role positioning in light of its own reality,and make positive contributions to create a better education and even a better future for human society.
