摘要
城市交通环境治理是当代城市可持续发展的重要议题,现阶段大多城市的发展速度与城市管理不匹配,出现交通拥堵、环境恶化、用地紧张等一系列问题。多部门协同是实现有效治理的关键要素,本研究探讨了城市交通环境治理的弹性机制和协同模式,以城市弹性研究结合城市管理模型,提出了基于多部门协同的城市交通环境治理弹性研究框架。通过对城市交通环境治理中可能存在的弹性空间进行分析,探究弹性背景下多部门如何进行全方位、多层次的交通环境治理,继而因地制宜地实现城市交通管理的弹性化及精确化。
Urban traffic environment management is an important issue in the sustainable development of contemporary cities.At the present stage,the development speed of most cities does not match with the urban management,and a series of problems such as traffic congestion,environmental degradation and land constraint,etc.have emerged.Multi-department collaboration is a key element to achieve effective management.This paper explores the resilience mechanism and collaboration model of urban traffic environment management.By combining urban resilience research with urban management models,a research framework for urban traffic environment management resilience based on multi-department collaboration is proposed.By analyzing the possible scope of resilience in urban traffic environment management,the paper explores how multi-department management of the traffic environment can be carried out in an all-round and multi-level manner in the context of resilience,and then realizes the resilience and precision of urban traffic management in a localized manner.
