赋权视角下城市社区规划师角色转型研究

Study on the Role Transformation of Urban Community Planners from the Perspective of Empowerment

随着社区规划师实践活动的快速推进,社区规划所涉及利益主体逐渐增加,社区规划师的“责—权—利”之间矛盾愈发严重。本研究基于国土空间规划和“简政放权”改革的要求,分析新时代社区规划师的角色定位、“责—权—利”关系和转型机制。笔者认为,为了在社区层面落实国土空间规划的要求,社区规划师应当转型为上位规划传导者、多元利益协调者和规划实施监督者三类角色;基于“责—权—利一致”原则,社区规划师应当拥有垂直管理、利益协调和监督问责的权力,和保障类与激励类的权利;制度赋权、社区赋权和经济赋权形成了社区规划师的角色转型机制。

With the rapid development of practice activities of community planners,the interest subjects involved in community planning gradually increase,and the contradiction between“responsibility,power and profit”of community planners becomes more and more serious.Based on the territorial space planning and the reform requirements of“streamlining administration and delegating power”,this paper analyzes the role positioning,the relationship of“responsibility,power and profit”and the transformation mechanism of community planners in the new era.The author believes that,in order to implement the requirements of territorial spatial planning at the community level,community planners should be transformed into three roles:upper planning conductor,multi-interest coordinator and planning implementation supervisor.Based on the principle of“consistency of responsibility,power and profit”,community planners should have the power of vertical management,interest coordination,supervision and accountability,as well as the right of security and incentive.Institutional empowerment,community empowerment and economic empowerment form the role transformation mechanism of community planners.
