乡村振兴的主要挑战、现实意义与推进策略——以河北省平山县为例

Main Challenges,Practical Significance and Promotion Strategies of Rural Revitalization——The Case of Pingshan County in Hebei Province

党的十九大报告把乡村振兴列为国家未来发展的重要战略。乡村振兴是中国特色社会主义事业的重要组成部分,是关系国计民生的根本性问题,对于中国特色社会主义现代化建设、中华民族伟大复兴都有着重要意义。在对河北省平山县进行调研的基础上,为推动乡村振兴,提出以下策略:加强农村基层组织建设,发挥人才引领作用;深化土地制度改革,促进农业产业化、现代化发展;因地制宜,特色发展;推动农村产权制度改革,壮大农村集体经济;加大基础设施建设力度,改变乡村整体面貌;“引雁回巢”推动乡村产业专业化发展;调整农村产业结构,促进乡村产业市场化发展。

The report of the 19th CPC National Congress lists rural revitalization as a major strategy for the country's future develop-ment.Rural revitalization is an important part of the socialist cause with Chinese characteristics,a fundamental issue related to national economy and people's livelihood,and of great significance to the modernization of socialism with Chinese characteristics and the great rejuvenation of the Chinese nation.In order to promote the revitalization of the countryside,this paper takes Pingshan County in Hebei Province as an example and puts forward the following strategies:strengthen the construction of rural grassroots organizations and play a leading role in talents;deepen the reform of the land system and promote the industrialization and modernization of agriculture;develop according to local conditions and characteristics;promote the reform of the rural property rights system and strengthen the collective e-conomy of the rural areas;increase the strength of infrastructure construction and change the overall outlook of the countryside;lure geese back to their nests to promote the development of the rural industry professional development;adjusting the structure of rural in-dustries and promoting the market-oriented development of rural industries.
