我国专升本招生政策图景、演进逻辑与发展路向——基于政策文本分析的视角

The Landscape,Evolving Logic and Development Direction of Enrollment Policy of“upgrade to undergraduate”in China——Based on the Perspective of Policy Text Analysis

摘要 专升本教育作为我国高等教育体系纵向衔接与横向沟通的枢纽环节,是畅通人才成长通道的关键。2020年在国家战略布局与学生现实诉求共同推动下,专升本招生规模大幅增长引发学界关注。专升本招生政策在国家层面历经粗放发展到紧缩降温,有序调整到再次扩招的演变;地方层面聚焦计划管理、报名、考试和录取制度,呈现动态性与多样态的区域差异。终身教育理念的坚守、职业教育发展的回应、教育公平观的多样选择和高考改革模式的沿袭共同作用,形成了纵横交错的政策图景。未来专升本招生政策在政策目标上将寻求社会需要与个体发展的协调,功能演进上从应试性走向教育性,选才方式上从路径依赖走向政策创新,最终实现从程序正义到实质正义的迈进。 The education of“upgrade to undergraduate”is a hub link of vertical connection and horizontal communication in China's higher education system and the key to unblock the channel of talent growth.In 2020,under the joint promotion of the national strategic layout and the actual demands of students,the significant increase in the enrollment scale for the“upgrade to undergraduate”has attracted the attention of the academia.The enrollment policy of the“upgrade to undergraduate”has undergone extensive development to tightening and cooling at the national level,and has been adjusted in an orderly manner to the evolution of enrollment expansion again.The local level focuses on the planning management,registration,examination and admission system,showing dynamic and diverse regional differences.The persistence of the concept of lifelong education,the response to the development of vocational education,the diverse choices of educational equity and the follow-up of the college entrance examination reform model have formed a crisscross landscape of policy.In the future,the“upgrade to undergraduate”enrollment policy will seek the coordination between social needs and individual development in terms of policy objectives,move from exam-oriented to education--oriented in terms of functional evolution,move from path dependence to policy innovation in terms of talent selection methods,and finally realize the move from procedural justice to substantive justice.
