我国专升本招生政策图景、演进逻辑与发展路向——基于政策文本分析的视角

The Landscape,Evolving Logic and Development Direction of Enrollment Policy of“upgrade to undergraduate”in China——Based on the Perspective of Policy Text Analysis

专升本教育作为我国高等教育体系纵向衔接与横向沟通的枢纽环节,是畅通人才成长通道的关键。2020年在国家战略布局与学生现实诉求共同推动下,专升本招生规模大幅增长引发学界关注。专升本招生政策在国家层面历经粗放发展到紧缩降温,有序调整到再次扩招的演变;地方层面聚焦计划管理、报名、考试和录取制度,呈现动态性与多样态的区域差异。终身教育理念的坚守、职业教育发展的回应、教育公平观的多样选择和高考改革模式的沿袭共同作用,形成了纵横交错的政策图景。未来专升本招生政策在政策目标上将寻求社会需要与个体发展的协调,功能演进上从应试性走向教育性,选才方式上从路径依赖走向政策创新,最终实现从程序正义到实质正义的迈进。
