International Digital Trade Rules:Evolution Trends and Docking Logic

当前数字贸易方兴未艾,赢得数字贸易规则主导权具有重要战略价值。对接高标准数字贸易规则是中国融入国际数字贸易规则体系、赢得未来发展主动权的关键路径。尽管中国目前在数字贸易治理领域还存在一些不足,但在对接问题上始终坚持积极开放的态度。现阶段中国部分领域的开放水平与国际高标准数字贸易协定的要求还存在差距,与高标准数字贸易规则对接仍面临诸多挑战。这需要中国明确对接主体、对接方向和对接优先序,并结合各协定中规则条款的特性以及当前自身发展实际,发挥中央和地方两个积极性,先试验再推广,同时化被动为主动,在对接中抓紧形成“中式模板”,先易后难、循序渐进,稳步对接全球高标准数字贸易规则。

At present,digital trade is in the ascendant,and winning the dominance of digital trade rules has important strategic value.The alignment of high-standard digital trade rules is a key path for China to integrate into the international digital trade rules system and win the initiative for future development.Although China still has some shortcomings in the field of digital trade governance,it has always adhered to a positive and open attitude on the issue of rules docking.As there is still a gap between the opening level of some fields in China and the requirements of international high-standard digital trade agreements at the present stage,the docking with high-standard digital trade rules still faces many challenges.This requires China to clarify the docking subject,docking direction and docking priorities,combine the characteristics of the rules and provisions in each agreement and the current reality of its own development,give full play to the initiative of both the central and local governments,conduct trials before promotion,turn passivity into initiative,seize the opportunity to form a“Chinese template”in the docking,start easy before difficult,proceed gradually and steadily align with the global high-standard digital trade rules.
