青海省东部地区基本公共服务均等化研究

Research on equalization of basic public services in eastern Qinghai Province

定量测度青海省东部地区基本公共服务均等化,并探究其影响因素,为青海省东部地区基本公共服务发展提供科学参考。通过构建基本公共服务均等化综合评价指标体系,运用熵权法+CRITIC法组合赋权法计算出各指标组合权重,利用TOPSIS法客观评价基本公共服务水平,采用基尼系数测度各区县发展差异,并运用灰色关联度模型分析影响青海省东部地区基本公共服务水平的因素。研究表明:2010—2020年青海省东部地区基本公共服务水平显著提升,但区域间差距明显。基本公共服务发展形势仍然严峻,应积极落实有关基本公共服务各项政策,“以大带小”优化欠发达区县的基本公共服务供给,缩小样本离散程度,最终提升整个区域的基本公共服务均等化水平。

To quantitatively measure the equalization of basic public services in the eastern region of Qinghai Province,and explore its influencing factors,so as to provide scientific reference for the development of basic public services in the eastern region of Qinghai Province.By constructing a comprehensive evaluation index system for the equalization of basic public services,the combined weight of each index was calculated by applying the entropy weight method+CRITIC method combined weight method,the TOPSIS method was used to objectively evaluate the level of basic public services,and the Gini coefficient was used to measure the development differences among districts and counties,and the grey correlation model was used to analyze the factors affecting the level of basic public services in the eastern part of Qinghai Province.From 2010 to 2020,the level of basic public services in the eastern part of Qinghai Province has significantly improved,but the gap between regions is obvious,and the development situation of basic public services is still severe.It is necessary to actively implement various policies related to basic public services,optimize the supply of basic public services in underdeveloped districts and counties by"taking large areas with small ones",and reduce the volatility of sample data.So as to improve the level of equality of basic public services in the whole region.
