摘要
健全退役军人工作体系和保障制度是新时代退役军人工作的总体要求,充分体现了国家和社会各级对退役军人的尊崇和优待,有效推动了退役军人工作高质量发展,巩固了军政军民团结。现行退役军人工作体系和保障制度在政策法规制定、服务保障、优待举措等多个方面取得了重要进步,但也存在服务保障质量不够均衡、工作运行体系不够顺畅、优待政策制度不够全面等问题。新时代健全退役军人工作体系和保障制度,应从服务管理模式、工作运行体系、优待制度等方面入手,不断加快制度创新,让各项政策落地落实。
The improvement of the work system and security system for veterans is a fundamental requirement of the work for veterans in the new era,which fully reflects the respect and preferential treatment of veterans from the state and at all levels of society,effectively promotes the high-quality development ofhe work for veterans,and consolidates the solidarity of military-political and military-civilian.The current work system and security system for veterans have made important progress in the formulation of policies and regulations,service security,preferential treatment measures and other aspects,but there are also problems such as inadequate balance in the quality of service security,lack of smooth work operation system,and insufficient comprehensive preferential treatment policies and systems.It is suggested to start from the aspects of service management mode,work operation system,preferential treatment system,and constantly accelerate institutional innovation to implement various policies,so as to improve the work system and security system for veterans.
