Transformations in Technological Innovation Patterns:An International Comparison of Japan and South Korea

在百年未有之大变局下,我国从引进、消化和吸收国外先进技术向自主创新转型迫在眉睫。然而,由于技术发展过程中的路径依赖,这种转型通常不会自动发生。因此,科技创新政策的支持至关重要。但是,对于如何利用科技创新政策去支持和推动这个转型过程,我们的认识还十分有限。文章基于技术供给和市场需求的分析框架,采用跨国比较的方法,围绕第二次世界大战后日本和韩国从引进技术向自主创新转型的历史过程,系统地讨论了科技创新政策在技术转型过程中的作用机理,进而为推动我国从引进技术向自主创新转型的政策设计提供一些有益的认识和见解。

Under the great changes unfolding in the world,it is urgent for China to transform from importing,digesting,and absorbing foreign advanced technology to indigenous innovation.However,such transformations do not usually occur automatically due to path dependency in the technology development process.Therefore,science and technology innovation policy support is essential.This paper adopts a cross-country comparison method based on the analytical framework of technology supply and market demand.It systematically discusses the mechanism of policies affecting the process of technological transformation,focusing on the historical experiences of Japan and South Korea's transition from importing technology to indigenous innovation after World War II.The analysis provides useful insights for policy design to promote China's transition from technology introduction to indigenous innovation:1.It examines the historical process and mechanisms underlying Japan and South Korea's technological transformation.2.It identifies the key policy factors that facilitated or hindered this transition in the two countries.3.It draws lessons and implications that can inform China's efforts to navigate a similar transformation pathway.By learning from the experiences of Japan and South Korea,this paper aims to enhance China's understanding of the policy mechanisms needed to support the shift from technology absorption to self-driven innovation.
