乡村振兴战略背景下乡村人才队伍建设的现状与问题研究——以滨州市H县为例

摘要 写好乡村振兴大文章,人才是关键。滨州市H县坚持以人才振兴推进乡村振兴的发展方向,在人才引进和培育管理等方面取得了一定成效,激发了乡村振兴的内生动力。但同时也面临人才难以从城市流入乡村、人才缺口大、分布不均匀、整体素质不够高等瓶颈。本文围绕H县乡村人才队伍建设现状,从引才、育才、留才、用才四个方面及人才难以从县城真正流入乡村的核心问题入手,探索人才队伍建设推动乡村振兴的发展之道。 Talent is the key to writing good rural revitalization.H county of Binzhou city adheres to the development direction of talent revitalization to promote rural revitalization,and has made some achievements in talent introduction,cultivation and management,which has stimulated the endogenous power of rural revitalization.But at the same time,it also faces the bottleneck of talents from the city,large talent gap,uneven distribution and overall quality not high enough.Focusing on the construction of the current situation of rural talent team in H county,this paper explores the way of talent team construction to promote rural revitalization from the four aspects of attracting talents,cultivating talents,retaining talents and the core problems of the county really flowing into the rural areas.
