山西可再生能源发展生态环境制约对策分析

Analysis of Ecological and Environmental Constraints on Renewable Energy Development in Shanxi

为推动可再生能源高质量发展,在对山西省太阳能、风能、水能、生物质能和地热能等可再生能源资源禀赋调查的基础上,结合“十三五”时期开发现状和“十四五”时期规划目标,分析出空间布局和生态保护是山西省可再生能源发展的主要制约因素,针对上述生态环境制约因素,相应地从严格布局管控、节约集约用地、多场景融合、效能水平提高、落实环保设施“三同时”制度和生态修复等方面提出了对策措施。

In order to promote the high-quality development of renewable energy,based on the investigation of renewable energy resource endowments such as solar energy,wind energy,hydro energy,biomass energy and geothermal energy in Shanxi Province,combined with the development status quo in the 13th Five-Year Plan period and the planning objectives in the 14th Five-Year Plan period,we analyzed that spatial layout and ecological protection are the main constraints to the development of renewable energy in Shanxi Province,and according to the ecological constraints mentioned above,we have put forward countermeasures from the aspects of strict layout control,conservation and intensive use of land,integration of multi-scenarios,improvement of efficiency level,implementation of the“three-simultaneous”system of environmental protection facilities and ecological restoration,and so on.
