摘要
本文系统阐述了产业园区碳减排领域的三大措施。首先,从优化能源结构、推进节能技术、开展碳排放监测与核算、探索碳中和示范项目等方面指明产业园区碳排放管理方向。其次,列举了诸如开发及应用清洁生产技术、建设智能低碳建筑、构建绿色低碳交通系统、发展循环经济等产业园区碳减排技术。最后,从增加生态碳汇、建设低碳基础设施、加强碳管理能力建设、开展低碳宣传等方面说明了产业园区碳汇建设和碳管理能力建设的重要性。综合以上内容,本文设计并提出一套入园产业项目碳排放准入体系,为产业园区碳减排提供了重要的技术和管理参考,对我国早日实现“碳达峰、碳中和”目标具有指导意义。
This paper systematically expounds three measures in the fi eld of carbon reduction in industrial parks.Firstly,it points out the direction of carbon emission management in industrial parks from the aspects of optimizing energy structure,promoting energy-saving technology,carrying out carbon emission monitoring and accounting,and exploring carbon neutral demonstration projects.Secondly,carbon reduction technologies such as the development and application of cleaner production technologies,the construction of intelligent low-carbon buildings,the construction of green and low-carbon transportation systems,and the development of circular economy in industrial parks are listed.Finally,the importance of carbon sink construction and carbon management capacity building in industrial parks is explained from the aspects of increasing ecological carbon sink,building low-carbon infrastructure,strengthening carbon management capacity building,and carrying out low-carbon publicity.Based on the above content,this paper designs and proposes a set of carbon emission access system for industrial projects entering the park,which provides an important technical and management reference for carbon emission reduction in industrial parks,and has guiding signifi cance for the country to achieve the goal of“carbon peak and carbon neutrality”as soon as possible.
