In the Zhou Dynasty,there was already a separate department responsible for legalmatters.In the Sui Dynasty,it was called the Ministry of Justice.By the time of the Tang Dynasty,it was divided into four parts based on their responsibilities,known as the four Bureaus.This model lasted for a long time until the Ming Dynasty.
