城市老旧社区养老设施配置中的空间治理

Spatial Governance in the Configuration of Facilities for theElderly in Old Urban Communities

研究城市老旧社区养老设施配置中存在的现实问题,发现当前社区养老服务存在着选址不佳、规模不足等制约社区养老设施发挥理想社会效益的空间困境。通过相关研究文献和实践案例分析,结合武汉市典型老旧社区的调研工作,在社区居民广泛参与的基础上,提出了“化弊为利”的空间治理思路,建议采取以挖潜改造为核心的环境优化策略和以集约整合为核心的功能完善策略,实现城市老旧社区养老设施公益化服务与市场化运营的综合平衡。

Starting from studying the practical problems in the configuration of facilities for the elderly in old urban communities,it is found that the allocation method characterized by government investment and market operation still has the spatial dilemmas of poor site selection and the insufficient scale that constrain the ideal social benefits of community facilities for the elderly while improving community services for the elderly.Through relevant research literature and practical case analysis,combined with the research of typical old communities in Wuhan,on the basis of the extensive participation of community residents,this paper puts forward a spatial governance idea of"turning drawbacks into benefits",and proposes to adopt environmental optimization strategies with potential exploration and transformation as the core and functional improvement strategies with intensive integration as the core to achieve a comprehensive balance between the public welfare services and market-oriented operation of facilities for the elderly in old urban communities.
