Building a new system of integrated home-based community services and security for the elderly

在中国结构性养老保障体系中,服务尤其是社区服务是最薄弱的环节。在当前人口老龄化加速推进形势下,居家社区老龄服务数量短缺、质量不高矛盾凸显。文章从实际出发并吸取国际社会成功经验,提出建立居家社区一体化服务机构,提高服务人员素质,强化法治化管理,发展医疗健康、信息文化管理等服务改革、构建的思路和决策选择。

Within the structural framework for eldercare in China,services,particularly those at the community level,stand as the most fragile link.Under the current situation of accelerated population ageing,the shortage of home-based community services for the elderly and the lack of high-quality services are big problems.From a practical point of view and drawing on the successful experience of the international community,we have proposed ideas and decision-making options for reforming and constructing services such as the establishment of integrated home-based community services,improving the quality of service personnel,strengthening the rule of law,and developing medical treatment and health care,as well as information and cultural management.
