让部门协同运转——区级城运中心借权协调模式分析

Coordination by Power Leverage--How Does District Level Urban Operations Management Centers Achieve Cross-Agency Collaboration

城市运行管理中心承担“高效处置一件事”过程中协调各方的任务。不同于一般的“权力集装箱”协调模式,以区城运中心为代表的平台组织是事业单位而非党政机构,无法定协调权力。基于组织权力互动理论视角,通过访谈和近距离观察等方法收集资料,本文认为,凭借城运系统联通信息系统的优势,区城运中心创造性地借权,即向上级组织借权力、向职位职务借权责、向职能部门借权能、向领导注意力借权势以及向党政“一把手”借权威等,并通过结构互动、机制互嵌和功能互限等借权协调过程,将信息与权力相互转化,让政府部门协同起来。这种借权协调模式不仅是推动城市治理数字化转型的有益探索,更是数字政府背景下科层组织内部协同研究的新方向。

The Urban Operations Management Center is is tasked with coordinating all parties in the process of“efficiently handling a matter”.Different from the general“Power Container”coordination model,the district level Urban Operations Management Center is a government-affiliated institutions without enough formal administrative powers.Taking the practice of the district Urban Operations Management Center as a case study and drawing on organizational power interaction theory,this paper finds that the district Urban Operations Management Center creatively coordinate by Power Leverage with the support of the information system,including the power from higher-level organizations,the accountability from directors,the capability from functional departments,the puissance from political attention and the authority from the top leaders of party and government.Through the interaction of structures,the mutual embedding of mechanisms,and the mutual limitation of functions,information and power are transformed into each other,so as to make government departments work together.“Coordination by Power Leverage”is not only an exploration for the digital transformation of urban governance,but also a new direction for crossagency collaboration research in the context of digital government.
