Energy Paradox:Phenomenon,Causes and Countermeasures

能源悖论是国家之间能源安全战略博弈的表现形式之一,可以归纳为石油安全悖论、能源转型悖论和能源治理悖论三大类。能源悖论的产生,根源于资本主义世界经济体系的不平等性,直接源于国家间的能源安全战略博弈,而在全球能源转型背景下,能源悖论的内涵又会不断丰富。对于中国而言,在定位上,要从单一石油进口国角色向多维角色拓展;在理念上,要从“出口国-进口国”合作向“出口国-过境国-进口国”合作拓展;在实践上,要依托“一带一路”平台,发挥全球能源治理的引领作用。

Energy paradox is one of the manifestations of the strategic game of energy security among countries.The existing research on energy paradox can be summarized into three categories:oil security paradox,energy transformation paradox and energy governance paradox.The emergence of energy paradox is rooted in the inequality of the capitalist world economic system,which is directly derived from the strategic game of energy security among countries.Under the background of global energy transformation,the connotation of energy paradox will be enriched.Breaking the energy paradox requires the country to complete the role transformation,concept transformation and practice implementation.For China,in terms of positioning,it is necessary to expand from a single oil importer role to a multi-dimensional role.In terms of concept,it is necessary to expand from“exporting country-importing countr”cooperation to“exporting country-transit country-importing country”cooperation.In practice,we should rely on the“Belt and Road”platform to play a leading role in global energy governance.
