基于两阶段网络DEA模型的区域可再生能源技术创新绩效研究

摘要 可再生能源技术创新是促进可再生能源开发、社会清洁低碳发展的关键,可再生能源技术创新绩效评价是测度创新效率、水平以及发现短板的重要途径。将可再生能源技术创新过程划分为技术研发和成果转化两个阶段,构建考虑中间附加投入的两阶段网络DEA模型,对我国30个省份2014—2018年的可再生能源技术创新绩效进行分阶段和整体绩效评价。研究发现:我国可再生能源技术创新绩效整体水平不高,各省发展不均衡,可再生资源越丰富的地区,创新绩效水平越高,且大部分省份的技术研发绩效远高于成果转化绩效;我国可再生能源技术创新绩效水平逐年提高,各省份差异逐年减少,且不同资源禀赋地区间技术研发绩效和成果转化绩效的差异逐年减少;我国可再生能源技术创新整体绩效与两阶段绩效均有关,但受成果转化绩效的影响更为显著。基于以上结论,提出提高区域可再生资源利用效率、完善市场转化机制、加强区域间交流合作以促进均衡发展等政策建议。 Renewable energy technology innovation is the key to promote the development of renewable energy and the clean and low-carbon development of the society,and the performance evaluation of renewable energy technology innovation is an important way to measure the efficiency and level of innovation,as well as to identify shortcomings.The renewable energy technology innovation process is divided into two stages:technology research and development and achievement transformation,and a two-stage network DEA model considering additional intermediate investment is constructed to evaluate the stages and overall performance of renewable energy technology innovation in 30 provinces in China from 2014 to 2018.The study finds that:the overall level of China's renewable energy technology innovation performance is not high,the development of the provinces is unbalanced,the richer the renewable resources of the region,the higher the level of innovation performance,and most of the provinces of the technology research and development performance is much higher than the results of the performance of the achievement transformation;the performance level of China's renewable energy technology innovation has increased year by year,the differences between provinces have decreased year by year,and the differences between technology research and development performance and achievement transformation performance among regions with different resource endowments have decreased year by year;the overall performance of China's renewable energy technology innovation is related to the performance of both stages,but the impact of the achievement transformation performance is more significant.Based on the above conclusions,the paper puts forward some policy suggestions,such as improving the utilization efficiency of regional renewable resources,improving the market transformation mechanism,and strengthening inter-regional exchanges and cooperation to promote balanced development.
