创新链产业链资金链人才链融合的核心在于促进科技、产业、资本、人才等要素的集聚与互动,这是实现高水平对外开放的重要基准。在新一轮科技革命和产业变革同我国转变发展方式的历史性交汇期,依托高水平对外开放,不断提升创新链效能、完善产业链布局、优化资金链生态、建强人才链质量,推动全球优质要素资源的集聚配置,对于加快形成和发展新质生产力具有重大而深远的意义。从“四链”融合角度来看,现阶段以高水平对外开放推进新质生产力发展,仍然面临一些现实约束:创新链整体效能较低、产业链不稳固、资金链流动性不足、人才链建设较为薄弱,且“四链”协同互补态势尚待形成。未来应以高水平对外开放赋能新质生产力发展,增强国内国际两个市场两种资源联动效应,通过更加开放的市场和高效的资源配置,提升创新链的整体效能;处理好对外开放与维护国家安全的关系,优化产业链布局,增强产业链的稳定性和韧性;营造市场化法治化国际化一流营商环境,优化资金链生态,提升资金链流动的畅通性;加快建设世界重要人才中心和创新高地,完善人才“引育留用”体系,提高人才链建设质量;实现创新链产业链资金链人才链的各自升级与彼此融合,加快形成和发展新质生产力提供强劲动力。
