推进机构编制法定化是全面依法治国的内在要求,是深化党和国家机构改革的必然要求,也是创新机构编制管理、提升管理水平的重要举措。通过系统阐释机构编制法定化和行政体制改革的概念、意义、现状与挑战,进一步探讨机构编制法定化建设与行政体制改革之间的互动关系,以期在这种互动关系中提出推动机构编制法定化建设与深化行政体制改革的良性互动的策略。

Promoting the legalization of institutional organization is an inherent requirement for comprehensively governing the country according to law,an inevitable requirement for deepening the reform of the Party and State institutions,and an important measure to innovate institutional organization management and enhance management level.By systematically expounding the concepts,significance,current situation,and challenges of institutional legalization and administrative system reform,this paper further explores the interactive relationship between the construction of institutional legalization and administrative system reform,aiming to propose strategies to promote the benign interaction between the construction of institutional legalization and deepening administrative system reform within this interactive relationship.
