推进基层治理体系和治理能力现代化的工作原则之一是:“坚持共建共治共享,建设人人有责、人人尽责、人人享有的基层治理共同体”。基于此,深入思考基层治理共同体的深刻内涵和生成逻辑,以经济欠发达地区为分析侧重点,简要剖析当前基层治理共同体形成的现实困境,针对性地提出构建基层治理共同体的实践路径,旨在对培育基层共同体意识,凝聚价值共识,助推基层治理效能提供一个框架性的阐释。

One of the working principles for promoting the modernization of primary-level governance system and governance capacity is:“adhering to collaboration,participation,and benefi t sharing,and fostering a community of primary-level governance in which responsibilities are shared and duly fulfi lled,and achievements are enjoyed by all”.In this regard,this paper analyzes deeply the profound connotation,forming logic and realistic predicament for the primary-level governance system,and puts forward the practical path of building primary-level governance community,which aims to provide a framework explanation for cultivating a consciousness of grassroots community,condensing value consensus and promoting grassroots governance effi ciency.
