国土空间规划体系下交通规划改革思路

Reform Ideas for Transportation Planning under the National Spatial Planning System

国土空间规划体系的新调整背景下,交通规划的对应调整成为推动经济高质量发展的重要举措。基于国土空间和交通规划的关系对当前交通发展存在的问题进行了分析,规划体系建设的不完善性以及建设方案的滞后性是影响交通建设协调发展的重要原因。根据交通规划改革思路,以重庆轨道交通六号线改造方案为依据,提出要在结合居民用地辐射范围和保证站线交通流量的基础上进行方案设计,实现山地城市轨道交通配套能力的提升。在今后国土空间交通规划设计时,要以全域视角进行考虑和编制立体交通网,注重道路网建设与国土空间规划的匹配情况和衔接难点,重量重效发展交通体系格局。

Under the background of the new adjustment of the national spatial planning system,the corresponding adjustment of the transportation planning has become an important measure to promote the high-quality economic development.Based on the relationship between national space and transportation planning,the problems existing in the current transportation development are analyzed.The imperfection of the planning system construction and the lag of the construction plan are the important reasons for affecting the coordinated development of transportation construction.Based on the reform idea of transportation planning and the transformation plan of Chongqing rail transit Line 6,it is proposed to design the scheme on the basis of combining the radiation range of residential land and ensuring the traffic flow of the station line,so as to realize the improvement of the supporting capacity of rail transit in mountain cities.In the future planning and design of national space transportation,we should consider the whole region perspective and compile the three-dimensional transportation network,pay attention to the matching situation and connection difficulties of road network construction and national space planning,and develop the transportation system pattern effectively.
