摘要
公示地价是自然资源市场中重要的评价评估尺度,影响土地要素出让的价格、土地市场的价格水平和自然资源资产价值量的核算。公示地价体系是发展最早、应用较全面的价格体系,能为其他自然资源公示价格体系的建立提供借鉴。本文基于常州市市区基准地价和标定地价组成的公示地价体系建设历程和应用现状,分析公示地价体系建设当前存在的制度、管理、技术方面的问题,提出制度设计、信息化系统管理、监督管理以及技术层面的修正和衔接建议。
Publicized land price is an important evaluation scale in the natural resource market,which affects the price of land element transfer,the price level of the land market,and the accounting of the value of natural resource assets.The publicized land price system is the earliest developed and widely used price system,which can provide reference for the establishment of other natural resource publicized price systems.This article is based on the construction process and application status of a publicized land price system composed of benchmark and calibrated land prices in the urban area of Changzhou prefecture.It analyzes the current institutional,management,and technical problems in the construction of the publicized land price system,and proposes suggestions for institutional design,information system management and supervision,as well as technical modifications and connections.
