公共数据资源开发利用模式研究——基于政策文本的清晰集定性比较分析

The Development and Utilization Patterns of Public Data Resources---A Crisp-Sets Qualitative Comparative Analysis Based on Policy Tests

【目的/意义】探索我国地方政府公共数据资源开发利用模式,形成可复制的经验,为推进我国公共数据资源开发利用提供参考。【方法/过程】采用扎根理论提取8个公共数据资源开发利用试点省市的相关举措并凝练重点方向,以其作为原因条件,采用csQCA方法从27省公共数据资源开发利用相关政策中,探寻能够有效推动公共数据资源开发利用的相关举措及组合,结合具体实践探索公共数据资源开发利用的模式。【结果/结论】公共数据资源开发利用呈现出三种模式:需求导向的场景化模式、供给导向的授权运营模式、供需协同的全覆盖模式,不同模式具有不同特点。【创新/局限】探索我国公共数据资源开发利用模式并提出构建要点,为各省市实践提供参考。

【Purpose/significance】To explore the development and utilization patterns of public data resources by local governments in China,forming replicable experiences to provide references for promoting the development and utilization of public data resources in China.【Methods/process】This study used grounded theory to extract the relevant measures and key directions of 8 pilot provinces and cities for the development and utilization of public data resources,and used the csQCA method to explore the relevant measures and combinations that can effectively promote the development and utilization of public data resources from the relevant policies of 27 provinces on the development and utilization of public data resources.Combined with specific practices,this study explored the development and utilization patterns of public data resources.【Result/conclusions】The development and utilization of public data resources present three patterns:demand-oriented scene-based pattern,supply-oriented authorized operation pattern,and supplydemand collaborative full-coverage pattern,each with distinct characteristics.【Innovation/limitations】By exploring the development and utilization patterns of public data resources in China and proposing key construction points,this study provides references for practical implementation in various provinces and cities.
