摘要
在乡村振兴战略背景下,实现民族地区经济社会高质量发展对人力资源开发提出了更高的要求。湘西地区作为典型的民族聚集地,是湖南乡村振兴的主战场,如何科学、有效地推动湘西地区的人力资源开发对于湖南乃至整个内陆地区高质量发展意义重大。本文深度结合湘西地区社会发展及人力资源现状,运用统计分析法以及SWOT模型对湘西地区的人力资源定向开发进行分析,就湘西地区存在的人力资源开发负担重、结构失衡、教育质量低、思想观念落后等问题进行重点剖析,从解决途径上有针对性地提出对策和建议,对推动湘西地区人力资源开发与利用,助力乡村振兴战略实现和经济社会高质量具有参考意义。
Under the background of rural revitalization strategy,the realization of high-quality economic and social development in ethnic minority areas has put forward higher requirements for human resources development.As a typical ethnic gathering place,western Hunan is the main battlefield of rural revitalization in Hunan.How to scientifically and effectively promote the development of human resources in western Hunan is of great significance to the high-quality development of Hunan and even the whole inland region.This paper deeply combines the social development and human resources situation in western Hunan,and uses statistical analysis and SWOT model to analyze the oriented development of human resources in western Hunan,focusing on the problems such as heavy burden of human resources development,imbalance of structure,low quality of education and backward ideas in western Hunan,and putting forward countermeasures and suggestions from the perspective of solutions.It has reference significance for promoting the development and utilization of human resources in western Hunan,helping the realization of rural revitalization strategy and the high quality of economy and society.
