高职院校章程建设与实施的思考

Thoughts on the Construction and Implementation of the Constitution of Higher Vocational Colleges

依法促进章程的建设和实施,是大学治理的时代要求,有利于构建以章程为核心的制度体系,促进高校治理体系和治理能力现代化。通过对高校章程建设和实施的历史变迁与文献梳理,认为高职院校章程建设需要:健全相关法律法规,明确章程法律地位;深入推进“废改立释”,完善章程统领的管理制度体系;明确职权,明晰相关主体权力边界。高职院校章程实施需要加强章程的宣传学习,激发章程实施的内生动力;完善政策机制,强化章程实施的指导和监管;明确职责,强化中层以上干部推进章程实施的责任;注重监督,建立章程实施的问责机制。

Promoting the construction and implementation of constitution in accordance with the law is a requirement for university governance.It is a means to build an institutional system with the constitution as the core,and to promote the modernization of the university governance system and governance capacity.Through the historical changes and literature review of the construction and implementation of university constitutions,it is believed that the construction of vocational college constitutions requires that 1)improvement of relevant laws and regulations,and the clarification of the legal status of constitutions,2)in-depth promotion of"abolishment,reform,establishment and interpretation",and improvement of the management system under the guidance of the articles of association;3)Clarification of authority and the boundaries of relevant subject rights.The implementation of the constitution of vocational colleges needs to strengthen the promotion and learning of the constitution,and stimulate the internal motivation of the implementation of the constitution;improve policy mechanisms,strengthen guidance and supervision of the implementation of the articles of association;clarify responsibilities and strengthen the responsibility of middle-level and above cadres to promote the implementation of the constitution;and finally pay attention to supervision and establish an accountability mechanism for the implementation of the articles of association.
