摘要
“无废城市”建设不仅是全国各地级城市加快推进固体废物源头减量、资源化利用和无害化处置的具体举措,更是生态文明建设大背景下加速实现美丽中国总目标的重要抓手。本研究以国家“十四五”时期“无废城市”试点建设城市大理市为例,在努力将大理打造成为习近平生态文明思想实践基地、绿水青山就是金山银山的全国示范样板背景下,充分收集整理了大理市“无废城市”建设工作的整体推进情况,对大理市“无废城市”试点建设的成效及亮点进行了系统总结,并结合大理市指标体系创建情况深入分析建设过程中存在的问题,据此研究提出大理市“十四五”时期“无废城市”建设的对策建议,为大理市“十五五”时期全面开展“无废城市”建设提供指引。
The construction of“zero-waste city”is not only a specific measure to accelerate the reduction,resource utilization and harmless disposal of solid waste across the country,but also an important handle for accelerating to achieve the goal of beautiful China under the background of ecological civilization construction.This study takes the city of Dali,a pilot city for the“zero-waste city”during the“14th Five-Year Plan”period in China,as an example.Thoroughly collects the overall progress of the“zero-waste city”construction of Dali,against the backdrop of striving to make Dali a practical base for Xi Jinping's ecological civilization concept and a national demonstration model where clear waters and green mountains are as valuable as mountains of gold and silver.The effectiveness and highlights of the pilot construction were systematically summarized,and deeply analyzes the problems existing in the construction process combined with the establishment of the indicator system in Dali.Based on this,this study proposes strategic suggestions for the construction of the“zero-waste city”in Dali during the“14th Five-Year Plan”period,providing guidance for the comprehensive implementation of the“zero-waste city”construction in Dali during the“15th Five-Year Plan”period.
