基于PMC指数模型的自由贸易试验区科技创新政策量化评价研究

Research on Quantitative Evaluation of Technological Innovation Policy in Pilot Free Trade Zone Based on the PMC-Index Model

科技创新发展是我国自由贸易试验区建设的强大引擎,其相关政策的量化研究更是政府部门制定与完善自贸区科技创新政策的重要参考。运用ROST CM文本挖掘和PMC指数模型,对自由贸易试验区科技创新政策的高频词进行梳理,构建包括10个一级变量和60个二级变量的科技创新政策评价体系,并对不同自由贸易试验区政策中代表性较强的11项科技创新政策进行分析和评价。政策样本中6项政策评价等级为优秀,4项为良好,1项为合格,PMC指数均值为7.95,表明自由贸易试验区科技创新政策具有一定的科学性、有效性。并基于分析结论提出相应建议,为今后自由贸易试验区政府制定和完善科技创新政策提供参考。

The development of technological innovation is a powerful engine for the construction of China s Pilot Free Trade Zone,and the quantitative evaluation on technological innovation policies is also an important reference for government departments to formulate and improve the policy of technological innovation in Pilot Free Trade Zone.Using ROST CM text mining and PMC-index model,this study analyses the high-frequency words of technological innovation policies in Pilot Free Trade Zones,constructs a technological innovation policy evaluation system including 10 primary variables and 60 secondary variables,and evaluates and analyses 11 policies that are more representative of different Pilot Free Trade Zone policies.The results of the study show that 6 policies in the policy sample are evaluated as excellent,4 as good and 1 as qualified,with a mean PMC-index of 7.95,which means that the formulation of technological innovation policies in Pilot Free Trade Zones is scientific and effective.At the same time,this study puts forward corresponding recommendations based on the analysis conclusions,which will provide some basis for the future government of Pilot Free Trade Zone to formulate and improve technological innovation policies.
