陕西省地质灾害移民搬迁现状、问题与对策

The current situation,problems,and countermeasures of immigration and relocation of geological hazards in Shaanxi Province

地质灾害移民搬迁是解决受威胁群众安全问题最根本的对策。陕西省地质灾害移民搬迁先后经历了陕南避灾搬迁、易地扶贫搬迁,目前进入了新一轮地质灾害移民搬迁阶段。新一轮地质灾害移民搬迁,面临着新的形势和特点。如何认识当前地质灾害移民搬迁面临的形势和特点,推动地质灾害移民搬迁形成长效机制,是摆在地方政府及部门管理者面前的课题。本文立足于地质灾害综合防治以及移民搬迁全链条管理的维度,对2011年以来我省地质灾害移民搬迁工作进行了梳理,分析了工作现状,指出了存在问题,根据移民搬迁特点,提出了新一轮移民搬迁的工作推进措施和建议。为当前陕西地质灾害防治工作提供一定的指导和参考。

The immigration and relocation of geological hazards is the most fundamental strategy to address the security of threatened population.The immigration and relocation of geological hazards in Shaanxi Province has gone through hazard avoidance relocation in southern area of shaanxi province and poverty alleviation relocation,and has now entered a new round of immigariton and relocation of geological hazards.The new round of the migration and relocation of geological hazards is facing new situations and characteristics.How to understand the current situation and characteristics of the migration and relocationof geological hazards,and promote the formation of a long-term mechanism for migration and relocation of geological hazards,is a topic that local governments and department managers face.This article takes the perspective of the overall pattern of geological hazards prevention and control,as well as the dimension of the full chain management of migration and relocation.It summarizes the work of the migration and relocationof geological hazards in our province since 2011,analyzes the current situation of the work,points out existing problems,and proposes measures and suggestions for promoting a new round of migration and relocation work.It provides certain guidance and reference for the current prevention and control of geological hazards in Shaanxi province.
