Guiding Case No.21 on Government Procurement released by the Ministry of Finance mainly reflects disputes over government procurement issues arising from unclear procurement requirements.Based on the discussion of the theoretical and practical issues of this case,this paper analyzes the importance of complete and clear procurement requirements,discusses how to connect the old and new systems in government procurement in the information age,and puts forward suggestions on how to choose appropriate procurement methods.According to this case,it is found that the primacy of procurement demand management in the whole procurement process is not only an important aspect of implementing the principle of fair competition,but also an important source for achieving procurement goals.
