共建“一带一路”下中国企业“走出去”:成就、挑战与应对

"Going Global"for Chinese Enterprises under the Belt and Road Initiative:Achievements,Challenges and Strategies

共建“一带一路”是中国走向高水平对外开放的重要平台,拓宽了中国企业的国际化发展空间,中国企业对共建“一带一路”国家和地区的投资与合作规模稳步攀升,投资结构持续优化,合作方式日益多样,对外经贸合作经济效益逐步改善,国际化经营水平稳步提升。在日趋复杂多变的国际环境中,中国企业“走出去”仍面临合作持续、经济管控、金融稳定和法律适应等多重风险。为此,应加快构建一套针对共建“一带一路”的风险防控体系,并根据中国企业“走出去”的投资活动进程,分别采取政府先行主导的事前风险预警、企业主动跟进的事中风险处置、多方参与共同维权的事后经济追偿的风险防范策略,维护中国企业“走出去”的正当利益。

The Belt and Road Initiative is an important platform for China to move toward a high level of opening up.The Belt and Road Initiative has broadened the international development space,the scale of investment and cooperation of Chinese enterprises in the countries and regions jointly building the Belt and Road.In the increasingly complex and volatile international political and economic environment,Chinese enterprises are facing multiple new risks in their"going global"efforts,including continued cooperation,economic control,financial stability and legal adaptation.Therefore,China should accelerate the construction of a risk prevention system for the countries jointly building the Belt and Road and take the risk prevention strategies of"government-led risk pre-warning","enterpriseled in-process risk management"and"multi-party participation in joint rights protection"to ensure the legitimate interests of Chinese enterprises"going global".
