The Bar-Boljare Highway Project in Montenegro is located in Europe,where places great emphasis on compliance and procedure closure when dealing with design issues and written documents.Design,as the leader and skeleton of DB projects,is the axe to break through the project and hence guide and advance the project throughout its complete construction period,the importance is self-evident.Based on the Bar-Boljare Highway Project,in the paper,the experience of design management works throughout the progress of the Project are concluded and analyzed,and the essential elements are refined to provide valuable reference for Chinese design firms when implementing the“Belt and Road”initiative in Central and Eastern Europe and even in the whole European markets.
