基于河北省“23·7”洪水防洪体系完善的思考

摘要 2023年海河发生“23·7”流域性特大洪水,河北省多地受灾严重,虽然取得了防汛抗洪救灾斗争的重大胜利,但也暴露出一些地区存在防洪工程体系不完善、雨水情监测预报能力不足、生态保护修复任务仍然艰巨等现实问题。为此,从对河北省防洪工程系统现状的认知出发,对工程建设现状、泄洪能力建设等方面分析当前存在主要问题,并提出具体措施,如新建调蓄工程、提高城市防洪能力和智慧水利系统的建设。 In July 2023,the Haihe River suffered a regional flood,and many areas in Hebei Province were seriously affected.Although a major victory was achieved in flood control and disaster relief,practical problems such as imperfect flood control engineering system,insufficient rain monitoring and forecasting capacity,and arduous ecological protection and restoration were also exposed in some areas.From the perspective of the current situation of the flood control engineering system in Hebei Province,this paper analyzes the current situation of the project construction and the main problems in the construction of flood discharge capacity,and puts forward specific measures,such as the construction of new regulation and storage engineering,the improvement of urban flood control capacity and the construction of intelligent water conservancy system.
