高质量推进新时代干部教育培训

摘要 着力增强干部教育培训的时代性、系统性、针对性、有效性是当前干部教育培训工作的重要指针,也是高质量推进新时代干部教育培训亟须研究的重大课题。适应新时代新征程中国共产党的使命任务,《全国干部教育培训规划(2023—2027年)》提出“培训内容更具时代性系统性,培训方法更具针对性有效性”的明确要求。培训内容的时代性系统性与培训方法的针对性有效性是相互联系的有机整体。培训内容本身作为有机联系的整体对外来说要“适应新时代要求”,体现时代性,对内来说强调内部的有机性、联系性,体现系统性。培训方法作为培训内容的呈现手段,要不断增强针对性有效性。总体来看,明确干部教育培训的实施目标;优化干部教育培训理念;研究、把握、统筹干部教育规律和干部成长规律;建立科学的评估体系和激励机制等是切实把干部教育培训的时代性、系统性、针对性、有效性落到实处的重要举措。 Enhancing the timeliness,systematization,targeting and effectiveness of cadre education and training is a critical directive for current cadre training efforts and a significant issue that is urgently needed for raising the quality in the new era.Adapting to the mission of the CPC on the new journey in the New Era,National Ca-dre Education and Training Plan:2023-2027 sets clear requirements for making training content more timely and systematic,and training methods more targeted and effective.The training content and the methods are in-terconnected as an organic whole.Externally,the content must"adapt to the requirements of the New Era",reflecting timeliness,while internally emphasizing organic integration and interconnection to reflect systematiza-tion.The methods of presenting training content must continuously enhance their targeting and effectiveness.Generally,such measures are very important to effectively implement the requirements above as clearly defining the goals,optimizing training concepts,studying,understanding,and coordinating the rules of cadre education and cadre growth,and establishing a scientific evaluation system and incentive mechanisms.
