公众价值观与政策类型目标一致性对垃圾分类行为的影响:基于响应面分析

The Impact of Congruence Between Public Values and Policy Goals on Waste Sorting Behavior:An Analysis Based on Response Surface

实施垃圾分类是破解当前“垃圾围城”困境的关键。已有理论研究探索了公众价值观和政策类型对垃圾分类行为的影响,但鲜有研究探讨二者目标一致性对私人和公共领域垃圾分类行为的影响。本文基于A-B-C理论分析框架,结合二元价值观与环境政策干预理论,将公众价值观与政策类型按照目标一致和不一致构建了四种不同的组合,并运用多项式回归和响应面分析,对全国31个省份收集的1 588份问卷进行研究。结果发现:(1)目标一致的个人利益-结构型政策和集体利益-信息型政策组合均对私人和公共领域垃圾分类行为产生积极影响;(2)集体利益-信息型政策组合效果更优;(3)目标不一致的集体利益-结构型政策和个人利益-信息型政策组合对私人和公共领域垃圾分类行为有积极作用时,集体利益和信息型政策分别起主导作用;(4)公共领域垃圾分类行为在公众价值观与政策类型目标一致性组合与私人领域垃圾分类行为之间起中介作用。本研究提出的垃圾分类政策建议有助于构建垃圾分类的长效机制。

The crucial way to address the issue of“garbage siege”is waste sorting.Although theoretical studies have made progress in examining the impact of public and policy factors on waste sorting behavior(WSB),few researches have explored the impact of congruence between public values and policy goals on such behavior.Furthermore,it is also an urgent issue regarding the mediating role of public sphere WSB in the combination of goal consistency and private sphere WSB,based on the current background of WSB expanding from the private to the public domain.This study employs the A-B-C theoretical framework which combines Dual-values with Environmental Policy Intervention theory and constructs four different combinations of public values and policy types based on goal congruence and incongruence.A total of 1,588 survey questionnaires from 31 provinces in China were analyzed by using polynomial regression and response surface analysis.The study found that①The combination of individual interests-structural policies and collective interests-informational policies with consistent goals has a positive impact on public and private sphere WSB;②The combination of collective interests-information policies was found to have a superior effect;③Under the positive effects of the combination of collective interests-structural policies and individual interests-informational policies with inconsistent goals on private and public domain WSB,collective interests and informational policies respectively play a dominant role;④The public sphere WSB is the mediator between the consistency combination of public values and policy types,and the private sphere WSB.Based on this conclusion,policy recommendations are proposed in order to help build a long-term mechanism for WSB.
