The implementation of the“double high”plan has met the new needs of higher talent cultivation in China in the new era,and has put forward new requirements for the high-quality development of higher education and training work in the new era.As a grassroots Party organization,university Party branches should provide internal support for higher education reform and development in the context of“double high”construction,help universities clear obstacles to the development of“double high”construction,and use specific strategies such as precise positioning of work needs,deepening work balance control,and optimizing Party branch service management structure to strengthen the reform practice of improving quality and efficiency of university Party branches,to meet the multifaceted needs of the service management reform of university Party branches under the background of“double high”construction.
