Institutionalization of CPC’s Ideology Construction:Basic Connotation,Logical Principle and Practical Path

中国共产党思想建设制度化是通过制度的科学制定与有效执行,实现党的思想建设系统化、常态化、长效化发展。制度作为具有根本性、全局性和稳定性特征的行为规范,在价值导向、工具理性和变迁逻辑三个层面构成与思想建设同向而行的重要基础。制度作为加强党的思想建设的重要抓手,通过创设思想准则、构建行为边界,在其静态的条文呈现与动态的运行演变中发挥巨大推动力,加强和巩固党在各个历史时期的思想建设成果。推进党的思想建设制度化,要增强制度认同,打通制度得以遵循和执行的思想通道;要加强制度融入,建构制度体系渗透思想建设的运行机制;要维护制度权威,保证制度体系成为思想建设的硬约束。

The institutionalization of the ideological construction of the Communist Party of China is to realize the systematic,nor-malized and long-term development of the CPC’s ideological construction by means of scientific formulation and effective imple-mentation of the system.As a behavioral norm with fundamental,overall and stable characteristics,institution constitutes an im-portant foundation for ideological construction in the same direction at the three levels of value orientation,instrumental rationality and evolution logic.As an important measure to strengthen CPC ideological construction,through creation of ideological norms and construction of behavioral boundaries,the system plays a great role in its static provisions and dynamic operation and evolution,and strengthens and consolidates the achievements of CPC ideological construction in various historical periods.To promote the institutionalization of CPC ideological construction,it is necessary to strengthen the“system identity”and open up the ideological channel for the system to follow and implement;to strengthen“system integration”and construct the operation mechanism for the system to permeate the ideological construction;to maintain the“authority of the system”and ensure that the system becomes the hard constraint of ideological construction.
