高校纪检监察工作中的全周期管理运用研究

Research on the Application of Full-Cycle Management in Discipline Inspection and Supervision in Universities

全周期管理理念具有全要素管控、全过程管理和全系统协调的特点。高校纪检监察工作运用全周期管理具有时代意义,是高校应对党风廉政建设和反腐败斗争新形势的实践要求,是推进高校纪检监察工作高质量发展的现实需要,是实现高校纪检监察各项工作闭环管理的迫切需求。在全周期管理视阈下当前的高校纪检监察工作仍存在不足,包括系统管理的理念尚未牢固树立、闭环管理的成效未能充分彰显、协同治理的格局没有真正形成等。高校纪检监察工作要实现系统施治、协同施治、标本兼治,必须坚持全周期管理理念和方式,坚持全要素管控,持续释放“三不腐”一体推进的叠加效应;坚持全过程管理,构建从源头到末梢的腐败治理闭环链条;坚持全系统协调,打造共建共治贯通协同的治理体系。

The notion of full-cycle management is characterized by full-factor management,full-process management and full-system coordination.Full-cycle management for discipline inspection in higher education institutes is characterized by features of the era,the practical requirement for promoting discipline inspection in such institutes,urgently required by different areas for the closed-circle management of discipline inspection in these institutes.From the perspective of full-cycle management,disci-pline inspection in higher education institutes is still blemished,which include the notion of system management not yet firmly es-tablished,the effectiveness of closed-circle management not yet fully displayed,the situation of coordinated management not yet formed.For the realization of systematic management,coordinated management and symptom and root management in discipline inspection in higher education institutes,the notion and means of full-cycle management must be adhered to with full-factor man-agement to realize the accumulated effects of“three negatives in anti-corruption”;the full-process management must be adhered to so that a closed-circuit from the source to the end in corruption management can be constructed;and coordination within the whole system must be adhered to for the formation of a management system where can be realized a coordination of joint construc-tion and joint management.
