技术-大组织-环境:“互联网+政务服务”平台创新路径--以厦门“免申即享”平台为例

Technology-Big Organization-Environment:The Innovation Path of the"Internet+Government Services"Platform—Taking Xiamen"Enjoy Without Application"Platform as an Example

“互联网+政务服务”当前已成为推进政府数字化建设的发展大势,其平台创新也是各级政府关注的重点。本研究以厦门市惠企政策“免申即享”平台为案例,基于TOE框架,对其平台的建设和创新进行分析,由此对TOE框架进行改造,构建出“技术-大组织-环境”的理论框架,从而提出“互联网+政务服务”平台的创新路径。在“互联网+政务服务”平台创新的过程中,组织维度是核心,要重视组织建设,增强“大组织”紧密度和协作性;环境维度是保障,要营造良好环境;技术维度是基础,要提升技术水平;三者协同联动是关键,要平衡和加强三个维度的建设。

"Internet+Government Services"has become the trend of promoting the government s digital construction,and its platform innovation is also the focus of governments at all levels.Based on the TOE framework,this paper takes"Enjoy Without Application"platform to promote preferential policies for en-terprises in Xiamen as a case,analyzes the construction and innovation of the platform,constructs the the-oretical framework of"Technology-Big Organization-Environment"by transforming the TOE framework and proposes the innovation path of"Internet+government service"platform.It believes that in the process of"Internet+Government Services"platform innovation,the organizational dimension is the core,so we should pay attention to organizational construction and enhance cohesion and collaboration of"Big organization";the environmental dimension is a guarantee,hence we should create good environ-ment;and the technical dimension is the foundation,thus we need to improve technical level.The key is to coordinate the three dimensions.
