在中国传统的城乡联结体制中,县城一直以来在统治与发展中扮演着基础性和联结性的重要角色。近代以来,伴随着现代化推进的进程,城乡发展形成了以规模城市为中心的发展模式,而县城的地位也开始发生变化。尤其是20世纪晚期以降,在发展主义视域下,县城变成单一的经济增长单位,其在城乡融合领域的联结功能有所下降。随着新发展理念与新发展格局的持续推进,快速城镇化进程中的县城又开始承担起城乡融合的关键作用。而现实中作为城乡纽带的县城也分化出不同的类型,表现出落实国家战略、衔接城市职能、辐射乡村社会、繁荣区域经济、供给公共服务等功能。《关于推进以县城为重要载体的城镇化建设的意见》据此提出县城类型化的认识思路。循此路径,当根据地域发展的理念确定类型化县城发展的选择时,我们可以规划出县域的差异化发展问题及不同的城乡融合路径,以真正加快和落实城乡融合的步伐。

In China's traditional urban-rural connection system,counties have always played an important fundamental and connecting role in governance and development.Since modern times,with the promotion of modernization,urban and rural development has formed a development model centered on largescale cities,and the status of counties has also begun to change.Especially since the late 2Oth century,under the perspective of developmentalism,counties have become a single economic growth unit and their connecting function in the field of urban-rural integration has declined.With the continuous promotion of the new development concept and the new development pattern,the counties in the process of rapid urbanization began to play the key role of urban-rural integration.In reality,counties,as connecting the urban and rural areas,also have different types,playing diversified functions of implementing national strategies,connecting cities,radiating rural society,flourishing regional economy and providing public services.The Opinions on Promoting the Urbanization Construction with County as an important Carrier has proposed the understanding perspective of typification of counties.Following this path,when the choice of typified county development is determined according to the concept of regional development,we can plan the differentiated development of counties and different urban-rural integration paths,so as to truly accelerate and implement the process of urban-rural integration.
