摘要
目的:分析我国健康投资、教育投资与经济发展耦合协调关系,为促进协调型中国建设与高质量发展提供参考。方法:采用综合评价指数与相对发展度对我国三元子系统综合发展水平进行测评,利用耦合协调度模型分析三元子系统协调发展水平。结果:2020年我国健康投资、教育投资与经济发展综合水平存在明显省际、区域差异,西部和北部省份系统发展水平总体低于东部和南部省份;三元子系统相对发展类型为A1、A2、A3、B的省份比例为13∶4∶49∶27,系统高水平发展的主要矛盾是经济发展水平相对滞后。其次是健康投资相对滞后,教育投资对系统高质量发展发挥着推动作用;三元子系统协调发展的平均水平为0.569,总体协调水平较好,东南沿海省份多处于协调期,中部地区省份多为初级协调和勉强协调,而西部地区省份多处于拮抗期,三元子系统协调发展水平较差。结论:强化健康投资水平及公平性,完善健康投资先行的人民健康促进政策;以人力资本积累为目标,健全健康投资与教育投资双内核动力机制;强化地区经济支撑能力,锚定经济高质量发展优先项和着力点。
Objective To analyze the coupling and coordination relationship of health investment,education investment and economic development in China,so as to provide reference for promoting the coordinated construction and high-quality development of China.Methods Comprehensive evaluation index and relative development degree were used to evaluate the comprehensive development level of China's ternary subsystems.And the coupling coordination degree model(CCDM)was used to analyze the coordinated development level of ternary subsystems.Results There were obvious inter-provincial and regional differences in the comprehensive level of health investment,education investment and economic development in China in 2020,and the overall level of system development in the western and northern provinces was lower than that in the eastern and southern provinces.The proportion of provinces with relative development types of A1,A2,A3 and B in the ternary subsystem was 13:4:49:27.The main contradiction of the high-level development of the system was the relatively lower economic development level,followed by the relatively lagging health investment,while education investment played a role in promoting the high-quality development of the system.The average level of coordinated development of ternary subsystem was 0.569,with an overall good level of coordination.Most of the southeast coastal provinces were in the coordination period,while most of the central provinces were in the primary coordination and barely coordination.In contrast,the western provinces were mostly in an antagonistic period,with a relatively poor level of coordinated development of the ternary subsystem.Conclusion It is suggested to strengthen the level and fairness of health investment,improve the policy of promoting the people's health by prioritizing investment in health,take the accumulation of human capital as the goal and improve the dual-core power mechanism of investment in health and education,strengthen the ability of regional economic support and focus on the priorities of high-quality economic development.
