“互联网+政务服务”大幅度提升了政府治理效率,政务服务供给的耦合特征及信息技术植入所暗含的制度安排有效地突破了传统科层制政府运作中的体制性、结构性瓶颈。信息技术所包含的制度安排与既有组织结构中制度安排之间的碰撞过程呈现出的技术植入与制度建设的非对称性问题、组织的创新性与合法性的张力问题及植入环境与应用条件契合弱的问题,造成改革中技术被选择性应用,并最终导致“技术-组织-制度”三者之间的调适性适应。信息技术的优势是,在不改变组织结构的前提下,使组织变得富有弹性,其本质是信息时代技术与制度双重驱动下的治理变革。互联网技术赋能政务服务需要化解制度与政府组织结构之间的张力,既要重视信息技术的支撑,更要重视与之相匹配的制度软环境设计,最终实现技术应用与组织、制度变革的动态适应,只重视技术投入而忽视制度变革的改革必将陷入困境。

"Internet+govermment services"greatly improves government governance efficiency.The coupling characteristics of government service supply and the institutional arrangements implied by the implantation of information technology can effectively break through many institutional and structural bottlenecks in the operation of traditional bureaucratic governments.It can be found that the collision process between the institutional arrangements contained in information technology and the institutional arrangements in the existing organizational structure,presenting the asymmetry of technology and institutional construction,the tension between organizational innovation and legitimacy and the tension between organizational innovation and legitimacy,results in the selective application of technology during reforms,and ultimately leads to the adjusting adaptation between"technology-organization-system".This article believes that the advantage of information technology is to make the organization flexible without changing the organizational structure.Its reform is essentially a governance reform driven by both technology and system in the information age.Paying attention only to technical input but ignoring institutional reform will make the reform trapped in trouble.Internet technology empowering government services can help to release the tension between systems and government organizational structures,paying attention not only to the support of information technology,but also to the design of matching institutional soft environments,which can ultimately achieve dynamic adaptation of technology applications and organizational and institutional changes.
